Naming Commune-level Administrative Units in Hanoi after the 2025 Administrative Reorganization

Abstract

Based on a survey of commune-level administrative unit names in Hanoi, with  comparative data from Hai Phong and Bac Ninh,this article describes the  naming practice following the administrative unit reorganization  in 2025. There are two main methods used: choosing the existing name of a specific place name and creating new names. Of these two methods, choosing the existing names is the most common. In the process of naming, the Hanoian authorities  place great emphasis on preserving ancient administrative toponyms. However, the selection of names is shaped by historical, cultural, and political considerations.
